Early in the afternoon on September 19th, the members were welcomed in Pampeluna neighbourhood, by the side of a nice little lake surrounded by green fields and forests.

Workshops opening :

Sheltered under a huge ceremony tent, Carlos Ibanez, our efficient manager of the preceding visit of Navara region and of the General CCRSM Meeting opens the workshops by explanations about the specific fief history of this location.

This year 25% of CCRSM members are present, precisely 127 members physically here and 26 by voting procuration.

CCRSM general meeting bureau is composed of : president, vice-president, treasurer and two ballot-scanners chosen among the last registered members : Jean-Pierre Billiard and Annie Poncet. The secretaryship is performed by Simone Lahaye.

After having checked that the quorum is reached, named the assessors and the workshop secretaryship, Jean-Pierre Pillot declares that the 2008 CCRRSM general meeting is opened on this Saturday Septembre 20th 2008 at 9H30 a.m

Thanks Thank you Carlos for your explanations related to the history of this location and for your reception !

First of all let us thank warmly Carlos Ibanez and his wife, Pilar Maiso and all the local friends who helped them for organizing the logistic of this meeting. Many thanks for this gigantic realization.
Many thanks for the organization of the Navarra ramble, which has been an unanimous success, I can testify for the evening I attended. Many thanks also for the beauty of this location we will profit of, with no abuse.


An idyllic site for our general meeting.

To start with, let me salute a last time those who left us for the last great travel :

Monique Brouquet, who despite she was not a member, has performed the accounting tasks since the origin and during 10 years. The oldest among us will memorise.
Doctor Maurice Vuillaume, many among us had a chance to appreciate his kindness, his humour and his songs, he is gone on his 82th year. Be strong Angèle.
David Latham, british member whose passion pushed him, on January 17th, for one too much swim by Goa coast, in India. Be strong Joséphine.
René Lagorce diseapeared on last august 4th after appreciating travelling a lot. Yvonne is in sorrow. She said she will join us again, soon. Let us help her by a call, by a few words.

There are also all those who diseapeared without the association knowing it, by discretion, because of the sorrow involved. Let us stay by their side.

There are also those who left the association very discretely because age and its related load do not let them any more perform the travels they dream of.

A word also for those who quitted the association for various reasons.
At last a word for those who suffered and still suffer in their body or in their heart.
A though for those whose suffuring should have keep them away and who finally made it to come with us. I shall not name them. A thought for those who think they whould be here but had to stay in bed hopefully because of light vascular problem. Be strong Claude.
At last a thought for those who had to leave in acount of a bad drop. Be quick back on your feet Thérèse.

Also I would like to salute all of you for being present here today !

Very few are the associations which can claim that 25% of their members are present on their annual general meeting. Among those present here, I shall specially wish to greet the new members, I mean those who were not enlisted last september.
I would like to name them and ask them to come to this stand for the traditional picture.
Thank you for introducing yourself, by your name and the region you come from.

Nouveaux adhérents CCRSM.

Thank you to you for this picture which will be published in the CCRSM bulletin.

The number of members stay stable : it is your wish, and the administration board complies with this wish.
To this day , your association is composed of 279 teams.
Out of which 232 are couples
Among these 279 teams, 230 are french, followed by a strong party of British, then Spanish, American, Norvegian, Swiss, Canadian, and Irish. One team comes from Poland.
Surprisingly, no German, no Dutch, no Italians, despite these are huge motor-caravaning nations.

At this stage I would like to emphasis that the association is operative because I have around me dedicated members who effi-ciently participate in this group bureau workload.
I would like them to be thanked here by your claps.

His wife Christiane, our acounting countroler,
Eric Pollet, who among other things scanned the bulletins to make them available in PdF format throught the internet, with a possibililty to reprint them for those who do not have the Internet.

This team runs very smoothly despite the down to ground difficulties due to the nature itself of our association : we all travel a lot, therefore we have to deal with the absenses and our scatering on the territory, we have to offset the distances : the modern communication means are of the greatest help.

Two exemples :
We have been able to perform seven phone meetings with no charge,
It allows that articles can be writed in Mongolia, be page-setted in Picardie, illustrated in Provence, re-read in Pays de la Loire, validated, printed and mailed in Bourgogne in three different places.

However this team needs to be enlarged to avoid that the same tasks lay on the same shoulders or comes back too often. We have a need of members help for the bulletin, the forum, the web site, and for translation. I expect that you will mention your wish to join the team during this general meeting. We will wellcome all goodwills : remember we all travel more or less lengthly and we all have to learn something in all matters.

Now let us mention what did not run.

The translations.

I would like to establish two translation entities : one from english to french, and one from french to english.
Some goodwill did came-up when the need arose, such as Lynda who very well masters french. It allowed to have the english prints I mentioned, and some articles of the bulletin. But this is not sufficient. Here again I call upon your goodwill. Thank you for letting me know your capabilities with no wrong modesty, by any mean to your convenience.

The Madine international Motorcaravan meeting.

I thank Jacques, Lucette, Erwin Munch and Laetitia for representing our association there.
Possibly we could have dispose of more documentation. We might also improve a few points.
But overall this meeting which gathers more than 2000 motorcaravans does not fit with the core of what makes the CCRSM members go together well.
Everyboby has his philosiphy, and everybody of course can enjoy to attend on a personal basis. But, I do not think, after two attempts, that CCRSM shall have a stand there. Despite the 2000 and more motorcaravans as far as I know, none of them decided to join CCRSM.
I wait for your considerations, then your board will take a decision.

What did run smoothly :

The bulletin :

It was a kind of challenge for the new team. I am very glad of the result. And the feed-back I get about it is quite positive.

The articles :
Many thanks to all of you to continue to mail us your travel narrations. This year we had no difficulty to send you 14 pages (or more) each month. The mail box that you can all use to send us articles : bulletin@camping-car-monde.com runs perfectly well.
Quite often we have published extracts in english. Among them, extracts in english dealing directly with the Bischop’s Castle meeting, their prospects, some of their travels for which you had a french translation. Thank you to those who used the mail box. Thank you in advance to those who are not familiar with it to meet with Jean-Marie, Gaby, Thierry, Denis and the other on the stands dealing with this subject.
Of course, all the hand-written aticles which you will send us are taken into account (even when I am away). When writing about your travels, remember to distinguish the narration from the practical informations. The narrations will moti-vate others to perform the same travel and are displayed to all public on the web site. For the narrations do favor the anecdotic facts, positive or negative, instead of the plain road book. Valuable informations (visas, sea lines, health, safety, parking,…) are published only in the bulletin and in the private part of the web site.
Thank you to the writers, do resume and spread the wish.

Now it is really completely set-up. It is dedicated to uphold any text that might interest the members : motorcaravan technics, travels, life of the association, travel official paper work, sea shipping … again your articles are welcomed there. Congratulations and many thanks to Gaby, never tired despite his personal occupations.
One internet helper would be appreciated. No need to be an eagle. Just be willing to help.

The forum :

This innovation of Denis runs smoothly. Talks on various issues are initiated, dealing with questions which are not treated in the existing litterature.
We had discussions dealing with travelling safely, places where policemen might possibly be crooks, refrigerators, toilets,…
The more interresting talks are reprinted as extracts in the bulletin : branch « seen on the forum » (sometimes it might include talks from other forums).
Main quality of our forum : excepted for one or two displaced words, it is not polluted by sense-less polemics or heavy humour as present on many other forums.
Many thanks to Denis and Jean-Marie the first line moderators.

Of course, only texts dealing with our common passion are included in our web site, the bulletin and the forum. We have no room for the members bad-mood, their politic, philosophic, or religious opinions Any thought against human dignity, who ever might be concerned, member, or other motorcaravan owner, or native of the visited country is strictly prohibited and will be dis-carted with no discussion.

The rambles:

Many thanks to Michel, Solange, Rony and Ghislaine for the superb ramble that they organized in Ardèche.
Many thanks to Carlos and Pilar for the one which just ended and that will leave high souvenirs including its important number of ramblers.

The british branch :

After almost two years of sleepery and velocity loss, the british branch re-started with a lot of energy. At this point, it should be underlined that Lynda Kovak made a tremendous job at contacting the members, at figuring out where they stand and to obtain that they pay their membership fee.
Together, Lynda, Marie-Odile and me, we made a decision out of what we knew and what the members said. Our decisions and the renewed contacts by Lynda have been globally positive if you consider the success of the Bischop’s Castle meeting which gathered about half of the british teams, plus one norvegian team et one irish team. Marie-Odile and me where present. It has been widely appreciated by our british friends.
There, the talks have been very interesting and could be duplicated in France in a future meeting. Many subjects have been debated.
• Which vehicule for far-away travels ?
• Administrative formalities ?
• Repair kit with a very british humour
• Health problems and how to solve them ( two practical cases explained).

What has been made :

As you saw in your general meeting attending package :
• One or two badges at your name,
• The list of the members attending this meeting,
• The meeting detail program,
• One or two member cards,
• Ten cards with the association logo that you will be able to fill with your name. You can give these cards when you think that the related contact is not « worth » the CCRSM full page presentation.

We should have been able to add five such full page publications in your pack to be filled with your name. Please note that this publication should be yield with carefull attention. The persons greeted should be potential members as described there. These documents are expensive : extra copy can be obtained at a cost of 2 Euros for 10 full page presentation or 20 visit cards. The scanning by Eric Pollet of all the previously published bulletins is now finished. They will be available on the web site in a short time from now. Members not equipped with internet will still be able to ask for them. The required bulletin numbers will be regular-mailed to them.

The projects :

Of course as soon as the general meeting will end, I will monitor the sending of the membership fee payments under the same format as previously done.

Marie-Odile will report to you the association financial status and a proposal for the coming membership fee. I shall not anticipate on her report. As soon as I will be back from India, I will send you the complete member annuary and a simplified annuary either in internet or paper-support depending of your wish.

However and before, you will receive a list of the projected travels on the bulletin and throught the internet.

Meeting picture. Last year, I organized a completely informal meeting, with no stated reason, for the Côte d’Or region members. It has been an opportunity to meet with older members very sympathetics and who we had never met before. It has been a great evening and we plan to duplicate this kind of happening.
I do advise you to do the same. Reasons for these members meeting might be various and with no limit : Local, Travels performed or prospected, vehicules,…
Let us develop this horizontal communication.

To conclude about all these points, our association is healthy and strong. Its communication tools are efficient and allows to better improve its fame of travel preparation associative help. Direct contacts between members are more and more numerous. Friendship and conviviality are our key words.

Let us be happy of this good health and let us innovate. Many thanks in advance for your ideas, they will be evaluated by the association board.

I shall recall also that the association do need goodwills for punctual missions as well as lengthy lasting tasks.
The board team needs to be enlarged to avoid that the same tasks shall lay on the same shoulders or shall be back too often on the same.
We need member help for the bulletin, for the forum, the internet and for translations. I expect that you will come to me during this general meeting and say that you wish to participate with the working team. We will know how to welcome all existing goodwill. Remember that we all go away for more or less long journeys and that we all have something to learn in all matters.

Last, despite exceptional expenses, our financial status is healthy and will allow us to proceed in new projects called by your requests with no increase in our membership fee.

Marie-Odile will report the details after the question-reply session we will have now.

He thanks the bureau for the goodwill it deployed so that the association could function, but according to him, too many exchanges by internet dehumanize the very spirit of the association.

Answer by JP Pillot and Gaby Rambault :

Actually all the members do not benefit of the modern communication means which cannot be ignored today, however it is not forbidden to write or to phone to ask or to give an information. Moreover, the paper bulletin, main communication tool, indicates the forum talks topics that might interest those who do not have the internet.

Other various requests :

Members who do not receive the paper bulletin and are not enlisted on the forum where information is made available, do not know when the bulletin is available on the internet if they are not notified by email.
For the ramble in spain some attending members did not receive the informations neither by email or by regular-mail.
The list of the prospective travels is published very lately.

Answer by JP Pillot :

The bulletin will be again distributed again on paper support for all members.
The publication of the list of prospective travels is triggered when all the members of the association have paid their membership fee, with its dead line settled on december 15th 2008.

Anne et Louis-Henri Couteaud proposed spontaneously to help for the english to french translation and on occasion from french to english.

Jean-Pierre Billiard is openly ready to help in enhancing the web site.

The moral, activity and orientation report agreement is voted by rising hands at unanimity, less 13 abstentions coming from one member present in the room holding and 12 absent members voting delegated rights.

On August 31th 2008, the association equity capital is 13303€ (previous year carry-forward on 31/08/2007 : 10978€ + 2325€ this year carry-forward on 31/08/2008).

Christiane Rambault, accounting controller, certifies that this financial report is exact according to the acounting documents that she checked.

It is suggested to yield ideas about spending part of this available capital. One part of it should be saved to face unexpected events.

Answer by Marie-Odile Pillot :

Fiscal year end on August end, therefore it is not possible to send before the general meeting the financial details either by email or regular-mail to each member of the association. However she can handle to the members present on the day before the general assembly, the financial report so that anyone could have a look at it.


The financial report and its quietus is given to the treasurer by a hands-up vote, at unanimity minus 3 abstentions and 13 « NO’s » stated by one member present in the room holding 12 absent members voting delegated rights.

So, there where many 4-wheels !

The projective budget is proposed and the rating of the membership fee is proposed to be kept unchanged :

• 36€ for the first member,
• 16€ for the second,
in other words 52€ for a two members team.

The president confirms that the Euro is the reference currency and for the members dependent of a different currency, there will be adaptations noticeably for the britsh pound. This point has been called forth with Lynda Kovach.

Applying to the new members, it is decided that the membership fee will be called according to the number of months left before reaching the fiscal year end (August 31st).
Therefore the coming monthly fees are :
• 4,50€ for a team of two persons.
• 3,00€ for a team of one person.

The prospective budget and the membership fee level are accepted by hands-up vote at unanimity of the voters.
Many thanks to pay your fees when receiving the renewing bulletin. The december 15th dead-line seams acceptable.


This report is accepted by hands-up vote at unanimity less 1 abstention.

Elections :

The president recalls that the organisation board members are elected for 3 years and that he does not know of any dismisal. However he wishes, as agreed with to-day board to open two new positions for members ready to participate to that task. He proposes Christiane Dumas who already helped in the making of the bulletin and call for one more candidate.
Claudette Rageade proposes herself to join the existing board team.

The two new members are elected by unanimous hands-up vote.

Future organizations :

Spring ramble will be organized by Paul et Françoise Boby in the Cantal region. The date will be settled according to the [local feast] estives 2009 date.

Autumn ramble will be organized by Robert Riffont et Andrée Veys somewhere in Belgium.

The general meeting will take place in northern France in order to favour english speaking members to participate more easily, still the exact location has to be setlled.

Insurances :

It seems that AGF, Marie agent (bought by Allianz group) no more applies the 90 days insurance coverage as he did before when arriving by sea in a country not covered by the green insurance card, but that these 90 days count now initiates when getting on board the ship. Denis Lahaye is requested to gather all pertinent informations on this matter.

Opening of the extraordinary general meeting ( EGM) at 11h30 a.m.

This EGM is gathered for acceptance of up-dating modifications to the CCRSM organisation status.

The association members are invited to vote for acceptance of the projected new status.

The administrative board is elected for three years by the general meeting and on proposition of the members attending the GM, will be renewed by a third.

From the pending discussions it appears that the following improvements are suggested :
• Those who organized rambles participate to the AB (administrative board).
• Voting procurations : no more than 5 (nominative mandates) for each member present in the room.
• Re-election by a third each year of the AB elected for three years.
• The AB must include a minimum of 9 members elected by the GA (general assembly).
• The casual GM vote the acceptance of the moral and activity report. These documents are handed to the attending members before the GM.

The EGM is stopped at 12h30 a.m. for lunch and will re-start at 3 p.m.

The assembly status new text as modified before re-start of the EGM is accepted by a hands-up vote at unanimity less one abstention of a member present in the room.

The new status will be mailed to the Prefecture [the french administrative relevant authority] and distributed to all members throught the web site, or sent on paper-support to those who ask for it.

The 2008 extraordinary general meeting EGM is closed.

Prospective travels.

The president ask those who wish to initiate a travel to present their projects in order to gather a team around them (or no team when relevant).

The projects will be digged upon at morning-end on Sunday.
